LOCAL PLAN (Posted 6/17/2020) The Local Plan describes the composition, organization administration and authority of the Contra Costa SELPA. A committee with participants from each of the 16 LEAs comprising the SELPA develops the Local Plan; revisions are submitted to the State Board of Education for approval.

The Annual Budget Plan (ABP) identifies expected expenditures for certain identified items. The purpose of the Annual Service Plan (ASP) is to provide the public with an overview of the continuum of options and services available within Contra Costa SELPA. Together the ABP and ASP identify expected expenditures and describe services and their physical location to demonstrate that all individuals with exceptional needs have access to service and instruction appropriate to meet their needs as specified in their IEP. CALIFORNIA DYSLEXIA GUIDELINES (Posted 8/21/17) Published by the California Department of Education, this guide provides practical resources for identifying and educating students who are struggling academically because they cannot read. California's dyslexia guidelines seek to improve the academic outcomes for all students with dyslexia in all education settings.


MEETING THE NEEDS OF ENGLISH LEARNERS (ELs) WITH DISABILITIES RESOURCE BOOK (Updated 7/8/19) This resource book provides regular and special educators information and resources regarding best practices and regulatory requirements for identifying services and reclassifying English Learners with disabilities.


PARENT HANDBOOK AND GUIDE TO SPECIAL EDUCATION (Updated 1/28/14) A handbook for parents of special education students, as well as an informative guide for parents who feel their child may qualify for special education services. PROCEDURES GUIDE The Procedures Guide-Online is updated as information changes or becomes available.

The purpose of this guide is to provide specific information regarding processes and procedures in special education. The Procedures Guide provides answers as to why and how special education functions. The guide acts as a reference tool for both nuts and bolts information and best practices in special education. The Procedures Guide is an official policy document of the Contra Costa SELPA and each member Local Education Agency (LEA).This Procedures Guide is to be used as a resource tool by all special education personnel. It is intended for this guide to be used as a working document to assist teachers, parents, administrators, and staff involved in helping students with special needs. The Procedures Guide contains a variety of useful tools to assist you in using it as a resource.
